Disadvantage Business Enterprise (DBE)
In accordance with requirements of the U.S Department of Transportation as set forth in 49 C.F. R. Part 26, as amended, Sangamon Mass Transit District hereby notifies the public that it is recommending the following Disadvantage Business Enterprise (DBE) goal for procurement contracts during Federal Fiscal Years of 2024-2026.
The overall total DBE goal for Federal Fiscal Year 2024-2026 is 3.4%.
SMTD would like to encourage all small businesses owned and controlled by socially and economically disadvantaged individuals to become certified as a Disadvantaged Business Enterprise (DBE).
Effective October 3, 2025, SMTD will not be including DBE goals on newly advertised projects and contracts as a result of the U.S. Department of Transportation’s Interim Final Rule (IFR). The Illinois Unified Certification Program (UCP) is currently reevaluating all certified DBE firms to ensure compliance with updated federal guidelines.

Please visit IDOT for more information on applying for a DBE certification with the Illinois Unified Certification Program (IL UCP). The IL UCP was established to meet the requirements in federal regulations, 49 CFR part 26. These regulations require that all recipients of federal-aid must implement a “one-stop” certification process for Disadvantaged Business Enterprises (DBEs). “One Stop” shopping will be provided to DBE program applicants, such that an applicant need only apply once for DBE certification that will be honored by all participating agencies in the IL UCP.
